There are many ways to make a difference, and every contribution—big or small—helps strengthen the network supporting animals and the people who care for them.

Foster homes are one of the greatest needs in animal rescue.

By opening your home to an animal through one of our rescue partners, you can give an animal a safe place to heal, decompress, learn and prepare for a forever home.

ORRR provides structured foster support and works with partner rescues to help make fostering a positive experience for both the animal and caregiver.

Become A Foster

Foster homes are one of the most critical resources in rescue. Fosters provide animals with a safe and stable environment while they receive medical care, decompress, and prepare for adoption.

As a foster volunteer, you may help by:

• providing temporary housing for rescued animals
• helping animals recover from medical procedures
• socializing animals preparing for adoption
• offering emergency or short-term placements

Help Transport Animals

Transport volunteers help move animals from shelters to rescues, foster homes, or veterinary appointments. Even short-distance transport can make the difference between life and death for an animal in need.

Transport volunteers may assist with:

• shelter-to-rescue transfers
• foster home transportation
• veterinary visits
• regional transport coordination

You will typically foster through a participating rescue organization within the ORRR network.

Adopt An Animal

Adoption saves lives by creating space for rescues to help more animals in need.

Approved adopters within the ORRR network may be matched with animals available through participating rescue organizations.

If you are interested in adopting, you can join the network and connect with rescues currently caring for animals seeking permanent homes.

Start With a Conversation

Reaching out to Operation Resilience Rescue Resources is simply the first step.

Whether you're a rescue looking for foster support, a family struggling to care for a pet, a community member caring for outdoor cats, or someone who wants to get involved, we'll start by listening.

You don't need to know exactly what resource you need before contacting us.

🐾 Step 1: Tell Us What You Need

We'll ask a few questions so we can understand your situation.

Depending on the reason you're contacting us, we may ask about:

The animal or animals involved
Your current situation
What assistance you are looking for
Your location
Any immediate concerns or deadlines
Resources you've already tried

There is no judgment.

🤝 Step 2: We'll Look at the Options

ORRR will determine what type of support may be appropriate.

That could mean:

Foster placement
Temporary care
Medical or recovery fostering
Veterinary-resource connections
Low-cost spay/neuter resources
TNR assistance and referrals
Pet food or supply resources
Rescue or shelter referrals
Transport connections
Behavioral or training resources
Community organizations that may be able to help

Sometimes ORRR can provide the resource directly.

Other times, the best solution may be connecting you with another organization.

Our goal isn't to be the answer to every problem. It's to help you find the right answer.

❤️ Step 3: We'll Make a Plan

If ORRR is able to assist directly, we'll explain what that assistance looks like and what is expected from everyone involved.

For rescue partnerships, this may include a formal agreement covering:

Responsibilities
Foster expectations
Veterinary care
Supplies
Communication
Fees and payment
Emergency procedures
Placement and adoption responsibilities

For community-resource requests, we'll provide available information and referrals whenever possible.

🏡 Step 4: Stay Connected

Animal welfare doesn't always happen in one conversation.

We believe communication matters.

For animals placed with ORRR through a rescue partner, we'll maintain communication with the responsible rescue and provide updates according to the terms of our agreement.

For community-resource requests, we may help identify additional resources if the first option isn't the right fit.

A Few Things to Know

ORRR is not an open-intake shelter.

We do not accept owner surrenders or function as a drop-off shelter.

Our foster and temporary-care spaces are primarily provided through agreements with rescue organizations and specific programs.

We cannot guarantee assistance.

Resources, funding, foster capacity and veterinary availability can change.

When we cannot directly provide what someone needs, we will do our best to point them toward another appropriate resource.

We believe asking for help is a good thing.

You shouldn't wait until a situation becomes an emergency before reaching out.

Whether you're trying to keep your pet, manage a community-cat colony, find a foster home or support a rescue animal, reaching out early can create more options.

No judgment. No shame. Just a place to start.

Sometimes the most important thing we can provide is a connection to the person or organization that can help.
