Operation Resilience Rescue Resources (ORRR) is an animal-welfare organization based in Blair County, Pennsylvania, created to strengthen the network of people and organizations working to help animals in need.
We believe animal welfare is strongest when rescues, shelters, fosters, veterinarians, community members and pet owners work together instead of working in isolation.
ORRR was created to help fill the gaps that often exist between those groups.
More Than Rescue. A Resource Network.
ORRR provides support to rescue organizations through foster care, temporary placement, medical and special-needs fostering, recovery space, enrichment, basic training, resource coordination and networking.
Our foster program allows partner rescues to access safe, structured care for animals when their own foster networks are full or when an animal requires a level of care that is difficult to provide in a traditional foster home.
But our work doesn't stop with animals already in rescue.

We believe that prevention is rescue, too.
Sometimes a family doesn't need to surrender their pet—they simply need access to the right resource.

Supporting Community Cats & TNR
Community cats are an important part of animal welfare, and humane population management requires cooperation and education.
ORRR helps connect community-cat caretakers with TNR information, spay/neuter resources, trapping assistance, veterinary resources and organizations experienced in community-cat management.
We believe that accessible spay/neuter and responsible TNR programs are essential tools for reducing unwanted litters and improving the lives of community cats.
Building Stronger Rescue Partnerships
Rescues are often overwhelmed by the same challenges: limited foster homes, rising veterinary costs, urgent placement needs and a shortage of reliable resources.
ORRR works to strengthen those organizations by providing practical support and creating connections between organizations that may be able to help one another.
When one rescue has a need, another organization may have the resource.
ORRR's role is to help make those connections happen.

Our Mission
Operation Resilience Rescue Resources (ORRR) exists to strengthen the animal-welfare community by connecting rescues, fosters, veterinarians, pet owners, community organizations and volunteers with the resources they need to help animals thrive.
We provide practical support to rescue organizations through foster care, temporary placement, medical and special-needs fostering, recovery support, enrichment, training and resource coordination.
At the same time, ORRR focuses on prevention—helping families access pet food, affordable veterinary care, low-cost spay and neuter programs, TNR resources and other community services that can prevent unnecessary surrender and keep pets safely with the people who love them.
Through collaboration, education and resource sharing, we work to reduce barriers to animal care, support responsible community-cat management, strengthen overwhelmed rescue networks and create better outcomes for animals and the communities they belong to.

Why This Work Matters
There is one rescue experience I will never forget.
Right before a major winter snowstorm, I offered to foster a cat that a rescue was trying to pull from a shelter. For several days, we tried to coordinate with the shelter to get her released, but weather closures and communication delays and clopsings made it very difficult.
After about five days, the rescue was finally told the cat could be picked up right away.
But by then, the cat was very sick.
She was rushed to an emergency veterinary hospital, where the medical team determined her condition had become too severe. Saving her would have required extreme medical treatment with very little chance of recovery.
The heartbreaking decision was made to humanely euthanize her to prevent further suffering.
Everyone involved cared deeply and was trying their best to help that cat.
But the experience showed something that happens too often in rescue work.
When communication is slow and coordination is difficult, animals can decline before help reaches them.
No one failed that cat.
The system did.
That moment is one of the reasons Operation Resilience Rescue Resources was created—to help build stronger coordination, better communication, and faster rescue response when animals need help most.
Because sometimes the difference between life and loss is time.
And better systems can help give rescuers—and the animals they fight for—a better chance. 🐾
🚨 Important: We Are Not an Open-Intake Shelter
ORRR does not accept owner surrenders, stray animals, or animals directly from the public.
We provide foster care for partner rescue organizations through established agreements.
Animals placed with ORRR remain under the responsibility and ownership of the partnering rescue.
If you need to surrender an animal, please contact a local animal shelter or legitimate rescue organization.
